The City of Langford's 2026-2030 Financial Plan outlines the city's commitment to fiscal responsibility and sustainability, supporting dynamic community growth and diverse needs. It aligns with the Council's Five-Year Strategic Plan, which focuses on six priority areas: Sustainable Development, Climate Change and Environmental Stewardship, Economic Development, Transportation, Good Governance, and Quality of Life. The plan details operating and capital budgets, ensuring transparent, user-friendly processes, and effective utilization of property taxes and other revenues to maintain high-quality services and infrastructure.

This document outlines the proposed 2026-2030 Financial Plan for the City of Langford, which the Community Charter requires Council to adopt annually. It details the budget process, the proposed overall tax increase of 10.47% for 2026, and amendments made through Committee of the Whole meetings. Key aspects include adjustments to various budget items such as staffing, programs (e.g., E-bike program removal, garbage can retrofit deferral), and funding allocations, with an emphasis on fiscal sustainability and transparent budget documents.

The council meeting involved an in-camera session to discuss confidential personnel and legal matters. Following the session, the council officially appointed representatives to the Greater Victoria Public Library Board and designated a voting member for the Regional Transportation Advisory Committee.

The committee reviewed several development and rezoning applications. Key discussions included a temporary use permit for a non-medical cannabis retail store, a rezoning application for 2609 Sooke Road involving density bonuses and site-specific conditions, a text amendment to the residential zone for a group daycare at 2773 Strathmore Road, and a rezoning application for 3084, 3088, and 3094/3096 Jacklin Road to a mixed-use commercial residential zone, which also included requirements for affordable housing, amenities, and technical infrastructure improvements.

The council meeting addressed the consideration of land acquisition, disposition, or expropriation, as well as the evaluation of confidential information related to intergovernmental negotiations involving the municipality, federal or provincial governments, and third parties through an in-camera session.
