The strategic plan for the Port St. Lucie Building Department aims to promote public health, safety, and welfare by properly administering Building Codes and operating with timeliness, accuracy, and excellent customer service within fiscal constraints. Key focus areas include fostering a diverse economy and employment opportunities through ordinance review, permit fee evaluation, and quality inspections; becoming a high-performing government organization by renovating facilities, equipping staff, ensuring timely and accurate services, promoting customer service, and enhancing technology; and continually assessing operations, supporting staff development, engaging stakeholders, and collaborating with other departments. The plan outlines performance measures and targets extending to 2027.

This document outlines the strategic plan for the Neighborhood Services Department of Port St. Lucie, focusing on enhancing neighborhood appearance, sustainability, and vibrancy to improve residents' quality of life. The plan is organized around four principal strategic pillars: Safe, Clean & Beautiful; High-Performing Government Organization; Strategic Growth for a Resilient Future; and Diverse Economy & Employment Opportunities. Key initiatives include maintaining proactive code compliance, improving commercial aesthetics, modernizing governmental operations and technology, achieving reaccreditation, fostering strategic partnerships to support vulnerable populations, and developing comprehensive housing initiatives.

The City Council conducted several administrative and legislative actions, including the approval of various contracts for maintenance, painting, capital budget software, and legislative consulting services. The council also authorized amendments for public works design services and accepted a safe return program agreement. Multiple ordinances were approved regarding the abandonment of utility easements, the establishment of a community development district, and amendments to master planned unit developments and future land use maps. Furthermore, the council authorized property conveyances, approved the leasing of real property to non-profit organizations, authorized the issuance of revenue bonds for infrastructure improvements, and held public hearings for zoning and master sign program adjustments.

The committee reviewed various development projects, including several amendments to Planned Unit Developments and Conceptual DRI plans, many of which were tabled for further consideration. Approvals were recommended for the Riverland West Sports and Recreation Resubmittal and the River Place PUD Tract I Major Site Plan. The committee also approved the Riverland Parcel B Model Row Sales Center construction plans with specific conditions and recommended approval for the Tradition Self Storage Special Exception Use request.
