This document serves as a management and implementation guide for the Alcoa Fire Department's community-driven strategic plan, focusing on institutionalization, monitoring progress, and feedback. The plan is structured around four main goals: enhancing recruitment and retention programs, diversifying training programs, optimizing resources and service delivery to accommodate city growth, and improving external and internal relationships. The strategic approach aims for continuous improvement, effective communication, and the realization of desired organizational change through active stakeholder participation and rigorous performance measurement.

The board discussed and ultimately approved a request for a rear yard setback variance for a property on Center Street. The request was necessitated by the parcel's irregular shape, its small size, and limited public road frontage, which deemed the lot legally non-conforming. The variance allows for a 30.5-foot rear yard setback instead of the standard 35-foot requirement, contingent upon the applicant meeting all city regulations and securing necessary building permits.

The meeting included a public hearing regarding the rezoning of specific parcels. Business actions included the approval of a contract with Performance Services Incorporated for a facility condition assessment and master planning study, as well as a professional services agreement with Lawler Wood LLC for project management and owner representation services for said study. The Board also approved ordinances for zoning amendments, a budget amendment for the current fiscal year, and the adoption of the tax rate for the upcoming fiscal year. Furthermore, the Board addressed upcoming city events and clarified procedures for citizens to speak during public comment sessions.

The board discussed citizen concerns regarding potential data centers and the city's current land use planning. Several agenda items related to replatting projects were reviewed, including approvals for lot consolidations, utility easements, and adjustments to driveway setbacks. Additionally, the board considered a request for annexation of several properties, with staff providing guidance on infrastructure improvements and annexation requirements.

The board issued a proclamation for the Tennessee Conference of the African Methodist Episcopal Zion Church. The meeting included recognitions for the Alcoa High School track and tennis teams for their athletic and academic accomplishments. Several residents provided public comments expressing opposition to the potential establishment of data centers in Alcoa due to concerns about noise pollution, environmental impacts, and increased costs. Additionally, the board addressed inquiries regarding property tax assessments and the certified tax rate ordinance.
