Ohio Program Improvement Plan 2026
This Program Improvement Plan, titled "A Home for Every Child," outlines Ohio's strategy to replace the traditional CFSR Program Improvement Plan with an outcome-focused model. The plan's central goal is to achieve a 1:1 foster home-to-child ratio while maintaining strong safety, permanency, and wellbeing outcomes. It is structured around four statewide strategies: Prevention, to safely reduce new entries into foster care; Kinship Licensing & Supports, to increase safe kinship placements; Foster Care Recruitment & Retention, to enhance the number and stability of licensed foster homes; and Placement Stability & Timely Permanency, to ensure children achieve timely permanency and reduce disruptions. The overarching vision is to ensure every child has access to a safe, stable, loving home.
