This Strategic Action Plan Departmental Report for FY 2027 details the Mayor's Action Plan and connects it to department priorities and targets. The plan outlines seven key pillars for a thriving Richmond: a thriving City Hall, thriving neighborhoods, thriving families, a thriving economy, thriving and inclusive communities, a thriving and sustainable built environment, and a city that tells its stories. The overarching goal is to achieve a Richmond where all people and places thrive by focusing on effective governance, community well-being, economic opportunity, and environmental sustainability.
