The City of Brookfield 2050 Comprehensive Plan promotes a vision for a full-service, sustainable community by establishing land use patterns that maintain neighborhoods, protect greenways, and foster economic growth through redevelopment in Targeted Investment Areas. The plan emphasizes actively promoting infill development, ensuring smooth transitions between diverse land uses, and requiring high-quality, durable development. It also prioritizes safe and convenient pedestrian and bicycle access, with a focus on maintaining a reasonable property tax rate.

The agenda for this regular meeting included several key items across various committees. The Plan Commission section addressed a resolution for revised plans for The Find and Willoughby Wood Works, and an ordinance for a zoning amendment to Planned Development District No. 34 for property at 450 N. Sunny Slope Road. The Finance Committee agenda involved reviewing vouchers exceeding $50,000, establishing a fee amount for Sign Code variance requests, approving license agreements with T-Mobile USA Tower LLC, and approving numerous budget amendments across multiple funds (General Fund, Economic Development Fund, Recreation Programs Fund, Fleet Services Fund, Utility Funds, Health Insurance fund, and Employee Retirement fund) primarily to implement the 2026 salary ordinance and adjust insurance costs, as well as a 2025 General Fund amendment for mosquito treatment costs. The Legislative & Licensing Committee handled resolutions for approving Original and Temporary Bartender/Operator licenses and several Temporary Class B Beer & Wine licenses for local events, alongside ordinances amending the Municipal Code for digital fire permit submissions and Sign Code variance requirements. The Board of Public Works considered resolutions awarding contracts for the Rolling Meadows Park Pond Dredging Project and the 2026 Road Resurfacing Project, and approving a Letter of Support for a Waukesha County federal Grant. The Water & Sewer Board focused on awarding the contract and authorizing assessments for the 2026 Water Main Extension Project (#W-26-01), and accepting the dedication of Water Main Improvements from two separate LLCs.

The Board of Public Works meeting included the approval of the minutes from the October 14, 2025, meeting. Key new business items involved the approval of the Right of Way Restoration policy and the Digger's Hotline policy. The Digger's Hotline discussion centered on an incident where trees were planted over sewer and water mains after incomplete utility markings. Furthermore, the Board approved a request for Special Exemption concerning the Roadway Centerline Minimum Radius for the Hillside School Redevelopment project.

The regularly scheduled meeting agenda included consideration of the approval of minutes from the December 9, 2025 meeting. New business items covered the resolution accepting the bid for the Rolling Meadows Park Pond Dredging project (#SW-26-01), direction on whether to support Waukesha County's request for a Letter of Support for the County K Grade Crossing Elimination Project BUILD grant application, and consideration of options for the 2026 Road Resurfacing project which exceeded the budget, including potentially reducing the scope. The Board also reviewed Brookfield Road Rehabilitation Project Costs.
