The plan aims to initiate a transformational process by revitalizing neighborhoods through the rebuilding and preservation of public and assisted housing, fostering mixed-income residential development without displacement, and expanding employment opportunities. Key priorities include catalyzing coordinated investments in infrastructure, education, and community assets to attract businesses, addressing challenges such as housing decay and health disparities, and creating a healthy neighborhood with urban amenities and safe, interconnected streets that promote walking, biking, and efficient public transit. Its strategic framework is built upon sustainability and green infrastructure, the development of Pollocks Greenway, the enhancement of the 2nd Street retail corridor and civic spaces, and the creation of diverse mixed-income neighborhoods with accessible community services and increased connectivity.

The City of Charlottesville's Strategic Plan Framework outlines a vision for a thriving community, driven by a mission to provide excellent public service for a resilient and sustainable future. Key organizational values include commitment, integrity, respect, innovation, collaboration, and a dedication to justice, equity, diversity, and inclusion. The plan focuses on strategic outcome areas such as Partnerships, Organizational Excellence, Housing, Climate Action, Education, Economic Prosperity, Transportation, Recreation, Arts, Culture, and Public Safety.

It reaffirms the focus on four key frameworks: Talent Development, Growing Existing Businesses, Startups/Innovation/Commercialization, and Sites. The plan continues to target five specific industries: Financial and Business Services, Food and Beverage Manufacturing, Information Technology/Communication, Light Manufacturing, and Biomedical and Biotechnology.
