This document outlines the Wyoming Traffic Records Strategic Plan, a multi-year roadmap aiming to enhance transportation safety for the State of Wyoming. The plan focuses on improving data collection, accessibility, and quality across critical traffic records domains: Crash, Vehicle, Driver, Roadway, Citation and Adjudication, and Injury Surveillance. It seeks to support traffic-safety related decision-making through better data analysis and integration capabilities, with an ultimate goal of reducing the number and severity of traffic crashes.

The Transportation Commission of Wyoming held an education session focused on WyoLink, the state's interoperable communication system. The discussion included an overview of the system's management, user onboarding processes, regional tower site layout, and talkgroup naming conventions. The session also featured a tour of the WyoLink Office, a demonstration of system operations, and a visit to the Highway 85 WyoLink Tower Site, where the commission observed tower infrastructure and a live demonstration of drone-conducted tower inspections as an efficient and safe alternative to traditional manual inspections.

The Commission discussed several key items, including the suspension of a towing company from a non-consensual rotation list, updates on the search for a Highway Patrol Administrator, and potential state-level funding initiatives. The session included a monthly budget review, the approval of various procurement bids, and a presentation on the U.S. federal highway bill, the BUILD America 250 Act. Several highway and bridge construction projects were awarded to various contractors. Additionally, the Commission approved a STIP addendum and resolutions to relinquish excess state right-of-way property. Reports were provided covering Highway Patrol fatal crash statistics, aeronautics, support services, and technology, including a 911 systems study.

The Commission addressed an appeal regarding a 45-day suspension from the towing rotation list and subsequently upheld the decision. Key agenda items included the approval of second-quarter budget modifications featuring federal congressional earmarks for road projects, a Next Generation 911 study, and various operational funding shifts. The Commission awarded several procurement services bids and highway construction contracts for bridge rehabilitation, road reconstruction, and guardrail upgrades. An addendum to the State Transportation Improvement Program (STIP) was approved to support highway expansion projects. Additionally, reports were provided regarding Highway Patrol crash statistics, Aeronautics, and Support Services, and signatory authority was granted to the Commission Secretary.

The commission adopted Chapter 32 regarding Alternative Design and Contracting Methods and received the Chief Engineer's report, including updates on the Bridge Formula Program and upcoming co-op sessions. Several federal highway projects were awarded, including contracts for mill, overlay, and bridge replacement works across various counties. The meeting also included an update on the federal Disadvantaged Business Enterprises program transition, approval of the February 2026 STIP Addendum, and confirmation of nominees for the Transportation Alternatives Program and CMAQ Advisory Committee. Budgetary updates were provided, noting federal mineral royalty collections, and procurement bids were awarded for maintenance equipment. Additionally, the Director reported on legislative advocacy and infrastructure development related to a new data center, while the Highway Patrol and Aeronautics reports covered crash statistics and passenger growth records, respectively.
