The Commission conducted several Tax Equity and Fiscal Responsibility Act (TEFRA) hearings and authorized bond issuances and loan commitments for multiple housing projects, including the Auburn Falls Project, the Terracina at Wildhawk Project, and the River City Apartments. Approval was granted for funding applications and grant agreements for the La Mancha Project, as well as the issuance of tax-exempt bond obligations for the 440 Arden Way Apartments. The meeting also included a presentation honoring a retiring commissioner and an Executive Director report mentioning upcoming events.

The commission conducted a workshop regarding the 2026 One-Year Action Plan for federal programs allocation. A detailed discussion was held concerning safety and security protocols at public housing sites, specifically reviewing policies regarding weapons and unauthorized occupants, as well as the efficacy of current security measures including patrol guards, security cameras, and drones. Furthermore, an update was provided on the FY22 Public Housing Assessment System (PHAS) scores, and commissioners were formally appointed to the PHAS subcommittee.

The meeting provided updates regarding the RAD program and upcoming relocation procedures. Discussions included property timelines, the distribution of new appliances and locks during the renovation process, and the necessity for residents to ensure that account records, such as pet agreements, vehicle registrations, and insurance, are current and in compliance. The relocation team addressed security concerns, including the plan to install new fencing and surveillance systems post-rehab. Additionally, the meeting covered requirements for housekeeping inspections and provided notification that residents would receive 90-day notices prior to the start of construction.

The Commission meeting focused on the adoption of a resolution to approve a $3.9 million conditional loan commitment for the construction and permanent financing of the Folsom Garden Apartments project. Key discussion topics included the project's housing mix, including permanent supportive housing units, developer financing, the provision of resident and case management services, project amenities such as parking and laundry facilities, and the overall construction timeline.

The commission approved the issuance of 501c3 bonds for the Creek at 2645 apartments, a project involving the acquisition and rehabilitation of multifamily housing units. Furthermore, the commission received an introduction and update from CVR Associates regarding an independent assessment of the agency's operations, development programs, and governance structure, with a final report expected by the end of the year.
