The Ontario Plan is a dynamic framework designed for sustained, comprehensive leadership in community building, integrating various city governance components into a unified guidance system. It establishes community direction from 2020, projecting 20 years or more into the future until 2050. The plan is structured around a six-part framework including Vision, Governance Manual, Policy Plan, City Council Priorities, Implementation, and Tracking and Feedback. Its core objective is to foster lasting policies to accommodate change, ensure sustained community-wide prosperity, and optimize results from the city's physical, economic, environmental, and human resources.

The board discussed and evaluated a development plan for the construction of two business park buildings at the intersection of Eucalyptus and Grove Avenues, as part of the Merrill Commerce Center Specific Plan. The board reviewed project specifics including site design, architectural style, landscaping, parking capacity, and compliance with the Ontario International Airport and Chino Airport Land Use Compatibility Plans. The board recommended the Planning Commission approve the project, subject to specific departmental conditions related to site improvements, utility placement, security standards, and environmental requirements.

The Historic Preservation Subcommittee reviewed a certificate of appropriateness for the adaptive reuse and second-floor addition to the W.W. Smith Grocery Building, a designated local landmark. The commission also considered a city-initiated request to rescind the tier determination for a property at 13948 Walker Avenue and remove it from the Ontario Register due to loss of historic integrity following significant alterations and partial demolition. Discussion items included the upcoming California Preservation Foundation Annual Conference, local heritage membership meetings, the designation of May as Historic Preservation Month, the Model Colony Award Program, and the status of the Gateway monument installation.
