Subdivision and Development Appeal Board Parkland County Notice Of Decision
The Board hearing addressed an appeal regarding a Stop Order issued to Mr. William Cosgrove for unauthorized development on his property. The Development Authority presented evidence of unauthorized excavation, grading, and concrete stockpiling, arguing that the developer lacked valid permits and failed to meet conditions. The Appellant argued that his activities were covered by a previous development permit and alleged bad faith by the County. The Board concluded that the Appellant failed to demonstrate a valid, compliant permit for the ongoing work, determined the Stop Order was validly issued, and upheld the Stop Order, declining to grant an extension for compliance.
