This workshop series is designed to establish a shared understanding of housing affordability factors in Poulsbo, identify applicable tools and incentives, and guide the City Council in setting clear policy direction for 2026 and beyond. Key areas include understanding local cost drivers, exploring incentive programs and regulatory tools, examining implementation trade-offs, and determining specific strategies for code drafting and program development.

The City of Poulsbo's Comprehensive Plan provides a long-range roadmap for the city's future, aligning community desires with the Washington State Growth Management Act. The plan outlines a 20-year vision to guide growth, land use, and development through 2044. Key strategic pillars include managing land use, enhancing community character, developing an efficient multi-modal transportation system, protecting the natural environment, and ensuring the provision of adequate public facilities and services, all while fostering a vibrant and inclusive community.

The resolution focused on ratifying the agreement between the Poulsbo Police Department and Craig Keller to transfer ownership of K-9 Luna. The City Council formalized the transfer of Luna from PPD to Officer Keller, acknowledging and appreciating Luna's service with PPD.

The City Council approved an ordinance amending the Poulsbo Municipal Code to adjust solid waste rates. The decision was based on a financial evaluation indicating that rates must increase to sustain the solid waste utility. The council reviewed recommendations and held a public hearing before approving the rate adjustments, which include a CPI-U adjustment and a one-time rate increase. The changes are set to take effect on January 1, 2026.

The City Council of Poulsbo, Washington, passed a resolution amending the cost schedule for services provided by the Police Department. The resolution establishes a fee for processing body worn camera video, citing the increasing number of requests for such recordings and the need to cover the reasonable costs of redacting videos as required by the Washington Public Records Act.
