The Virginia Community College System's (VCCS) Accelerate Opportunity strategic plan (2024-2030) aims to award 300,000 cumulative meaningful credentials by 2030. This ambitious goal is supported by five key objectives: Developing Virginia's Talent (providing students with necessary skills and credentials), Reaching More Virginians (expanding access and enrollment), Delivering Education to Today's Learners (supporting educational excellence and equity), Supporting Today's Learners (providing a culture of care), and Investing in Virginia's Workforce (ensuring affordable and accessible education). Each objective includes specific, measurable metrics to track progress and ensure the VCCS continues to meet the needs of Virginia's workforce and diverse learners.

The CVCC Opportunity 2027 strategic plan focuses on achieving equity in access, learning outcomes, and success for all students, regardless of race, ethnicity, gender, or socioeconomic background. The plan addresses systemic barriers to student success, including systemic racism, gender inequalities, and socioeconomic disparities. Four key goals are outlined: Goal 1 (Teaching and Learning) aims to provide high-impact teaching practices and a diverse, equity-minded workforce; Goal 2 (Student Supports) focuses on creating a supportive culture that addresses student needs; Goal 3 (Workforce Credentials) aims to equip students with skills for 21st-century careers; and Goal 4 (Affordability) focuses on making education accessible through financial aid and resources. Measurable outcomes include increased admissions applications and enrollment, improved student retention and completion rates, and an increase in awarded credentials and degrees, particularly among underserved populations. The plan utilizes Completion by Design key performance indicators aligned with the VCCS performance-based funding model.

The board meeting covered various topics, including the approval of the 2022-2023 Local Fund Budget, the VCCS Auxiliary Parking Plan, and the 2022-2023 Student & Parking Fee. Student presentations highlighted student experiences and challenges. Updates were provided on HVAC lab renovations, CVCC's Opportunity 2027 Strategic Plan, and the College's mission statement. Reports from the President's Cabinet included discussions on cybersecurity, website redesign, reaffirmation process, public safety, and personnel matters. A new slate of officers was approved, and resolutions of appreciation were presented.

The meeting included a presentation on CTE programs, highlighting the success stories of graduates and the expansion of facilities and programs. Reports from standing committees covered budget increases for outdoor seating, the QEP-Math program, and the Alliance for Excellence. President's cabinet reports covered various topics including enrollment numbers, campus renovations, cybersecurity measures, foundation activities, and the SACSCOC reaffirmation process. Discussion also included the VCCS's six-year plan and priorities.

The meeting included a presentation from the Jubilee Family Development Center on their partnership with CVCC's mechatronics program and plans for STEM education. Financial reports were reviewed and approved, including a budget adjustment request. Reports from the President's Cabinet covered various topics such as student affairs, finance and administration, institutional advancement, information technology, and institutional effectiveness. Discussions included new programs (CDL, Early Childhood Education), technology upgrades, facility renovations, and the upcoming SACS/COC reaffirmation process. The meeting also addressed personnel matters, including the departure of a VP and the upcoming reappointment of board members.
