Key strategic goals include promoting affordable housing for all income levels, creating livable neighborhoods with diverse housing options, ensuring adequate special needs housing, supporting year-round and seasonal agricultural worker housing, preventing displacement of historically and currently marginalized communities, and fostering county leadership in meeting housing needs. The plan forecasts a need for approximately 1,806 additional housing units by 2046.
