This document presents the Shared Solution Alternative Land Use Scenario, a proposal by The Shared Solution Coalition for West Davis and Weber Counties. Developed in collaboration with UDOT and local communities, this scenario serves as a roadmap for future growth by integrating transportation investments with modified land use, adhering to the principles of the Wasatch Choice for 2040. Its core strategies include concentrating growth along major transportation corridors, fostering mixed-use developments, enhancing transit and active transportation options, and preserving open and agricultural lands, with a strategic horizon extending to 2040. The document also incorporates Kaysville City's official response, which concludes that the proposed land use scenario is not reasonable or feasible for their municipality due to inconsistencies with its existing General Plan and local economic development objectives.

The Kaysville City Council work session included introductions and a review of strategic planning, focusing on priorities identified in a previous meeting. Key discussion points included the Westside Fire Station, the operation center, the library building, and an employee plan. The council aimed to align these priorities with the city's mission statement to improve life for current and future residents. The fire chief discussed response standards and times, highlighting challenges in meeting standards and the need for adequate staffing.

The meeting included discussions and presentations on various topics. A conditional use permit was reviewed for an instructional home occupation. The agenda was amended to move the approval of minutes to an earlier item. A presentation and discussion on the Kaysville City Center small area plan took place, including a review of survey results and community feedback. The focus was on improving the city center, with emphasis on historic Main Street, Main Street North, and Lucky Hollow. The timeline for the small area plan was extended to allow more community input and a more thoughtful final plan.

The meeting included discussions on tribalism, a presentation declaring October 2025 as PTA month, and the annual fraud risk assessment report, which indicated a low risk for Cisville City. There were also extensive discussions regarding the power department, including updates on customer service, power usage, and resources. A significant portion of the discussion was dedicated to EDAM (Extended Day Ahead Market) and its potential impacts, including changes in resource management and power procurement.

The City Council work session included discussions on property tax rates, comparisons with other cities in Davis County, and factors influencing property valuation. There was also a discussion regarding the truth and taxation process and its enforcement. The council reviewed the city's fund balance, noting an increase from the previous fiscal year, and discussed budgeting strategies, including setting aside funds for future capital projects. The session also touched on specific departmental budget performance, such as employee benefits, and the need for accurate budget projections.
