HM Treasury Post Implementation Review
This document is a Post Implementation Review of The Small and Medium Sized Business (Credit Information) Regulations 2015, also known as Commercial Credit Data Sharing (CCDS). The policy's primary objective was to enhance competition in the SME credit market by improving data sharing among lenders, thereby lowering barriers to entry and increasing credit availability. The review concludes that the policy has largely achieved its stated objectives, significantly boosting competition and SME access to finance. However, it identifies opportunities for future enhancements to align with market and technological evolution, including addressing data quality, ensuring equitable data sharing among Credit Reference Agencies, and considering updates to designated finance providers and SME eligibility criteria. HM Treasury plans to conduct a consultation to explore these potential enhancements and mitigate unintended consequences.
