This Comprehensive Plan aims to update the City of Edinburg's previous plan from 2005, addressing significant growth within its corporate limits and extraterritorial jurisdiction. The plan focuses on incorporating land use, growth and development, transportation, utilities, economic development, and public services. Its primary objective is to guide responsible, sustainable growth and development, ensuring current and future residents receive necessary utilities and services, and establishing a policy framework for development ordinances, capital projects, and municipal operations.

The council meeting included a proclamation honoring the 1980 American Legion Post 408 state champion baseball team. The session featured public comments on potential tax increases related to bond issuance, the need for community tennis facilities, and a request for a permit for the feast of Corpus Christi. The Police Chief presented the annual report, highlighting significant reductions in overall, violent, property, and personal crime, as well as a decrease in DWI arrests attributed to better public awareness and decision-making.
