District of Oak Bay Council Special Council Meeting Minutes
The council received several reports including the 2026 First Trimester Report, an update on the Oak Bay Emergency Program, outcomes related to optimizing development processes, and updates to the Correspondence Management Policy. Council directed staff to prepare the 2027-2031 Financial Plan based on established guidelines. Additionally, the council reviewed and amended the Heritage Commission's 2026/2027 Work Plan and received their 2025 Annual Report. Significant discussion occurred regarding home-based business regulations, resulting in amendments to business hours, customer limits, housing type restrictions, and parking requirements for Type 3 businesses, as well as a waiver for a public hearing for the associated zoning bylaw. Finally, a Heritage Revitalization Agreement Amendment for 1587 York Place was adopted.
