The public hearing is to discuss the 21-CDBG-HA-00008 Grant closeout, funded through a Community Development Block Grant by the California Housing and Community Development Authority. The meeting will cover the project's progress, status of completion, expected timeframe, results to date, projected totals, funds expended, balance of funds available, and budget expectations to completion.

The Orange Cove Planning Commission meeting focused on two annexation projects: Macias and Howard. The Macias project included a public hearing and recommendations for resolutions regarding a negative declaration, general plan amendment, zoning amendment, and tentative tract map. The Howard project also involved a public hearing and recommendations for resolutions concerning a negative declaration, general plan amendment, zoning amendment, and tentative tract map. The meeting also included the approval of planning meeting minutes from April 7, 2020.

The special meeting focused on several key items. A facilities use agreement with Schoeppner Shows for a carnival and concert at the Community Center was considered. An agreement with Target Eight Advisory Council for allocation of Department of Education Reserve Funds for the Julia Lopez Day Care Center was also reviewed. Finally, a construction contract with Antonio Gonzales Construction for flooring and wall paneling installation at the daycare center was discussed.

The joint meeting agenda includes discussion and consideration of various topics. Key items involve master agreements for federal funds and a supplemental agreement for the Adams Avenue Reconstruction Project. Engineering agreements for a water treatment plant expansion and retention basin lining study will also be reviewed. The council will consider the nomination of members for the Kings River East Groundwater Sustainability Agency. A marijuana ordinance will be discussed, along with a facility use application and a purchase sale agreement and development agreement between Capitol Rivers, Inc. and the City. Finally, the Orchard Village permanent loan closing and a subordination agreement will be addressed.
