This report summarizes a phase one community needs assessment for the Watertown Human Rights Commission (WHRC), aiming to understand community concerns, barriers to inclusion, and opportunities for improvement through an equity and human rights lens, and to capture baseline data for future progress. Key findings include identified community strengths, several community concerns such as immigrant rights, accessible housing, and discrimination incidents, and opportunities for improvement in areas like communication, education, and trust-building. Recommendations are provided across five strategic goals: increasing WHRC visibility and trust, addressing urgent issues, fostering mutual understanding, and ensuring the WHRC serves as an accessible resource. The overarching vision is to guide the city toward a safe, welcoming, and equitable community where all human and civil rights are upheld.
