It establishes specific shoreline environments, including Shoreline Residential, Urban Conservancy, High Intensity, and Aquatic, with associated goals, policies, and regulations. The plan prioritizes the protection and restoration of the Green/Duwamish River, especially the critical Transition Zone for salmonids, and aims to achieve no net loss of ecological functions through strategic buffer implementation, while balancing urban development and flood control.

The City of Tukwila's Comprehensive Plan is a 20-year plan articulating the community's vision and values for future growth, addressing population, housing, and employment growth to 2044.
