The City Council conducted a regular meeting to deliberate on zoning and land use requests, specifically approving a rezoning request and a conditional use permit for the placement of a mobile home. The council also addressed a consent agenda involving several procurement items: bids for a high-pressure jet vacuum hydro truck, a rolloff truck, a truck and trailer combination, a new mini excavator, and 95-gallon rollout containers. Furthermore, the council approved a limited warranty deed for 117 acres of industrial property to the development authority to facilitate industrial growth. The meeting concluded with a citizens-to-be-heard segment where an applicant discussed a previously denied conditional use permit application.

The Council honored the outgoing interim city manager for various accomplishments including facility improvements, administrative reorganizations, and departmental upgrades. Key agenda items included the approval of an agreement for governmental affairs representation, the purchase of quality of life upgrades for the Garnto and Reamer lift stations, and the emergency repair of the water treatment plant's number one standby generator. Furthermore, the Council awarded contracts for citywide janitorial, plumbing, pest control, and HVAC services.

The board reviewed and approved a request for a Planned Entertainment/Leisure Use (PELUC) in a Highway Commercial Zoning District for the property located at 303 E. Ann St. The meeting also included a brief procedural discussion and a review of member attendance.
