Numerous items regarding board and commission appointments and contract continuations were also processed during the session.

The council conducted a special open session for public comment followed by a regular meeting. Key agenda items included a closed session on liability, real property negotiations, and labor negotiations. During the regular session, the council received reports from the City Manager and Human Resources, held an open forum for public comment, and addressed several consent calendar items. Significant discussions focused on the relocation of the SS Red Oak Victory, the development of an ICE-Free Zone Ordinance, and a presentation from the Sustainable Economies Law Center regarding corporate land grab practices. Additionally, the council made various commission appointments and recognized Black community leaders.

A budget session was held to review recreation fees, resulting in a decision to maintain current pricing. The council also held a public hearing regarding the master fee schedule. Finally, a proposal to hire an independent legal expert to investigate ethical allegations concerning the Community Police Review Commission was discussed and failed to pass.
