The board addressed several agenda items, including appointments to the Macon County Emergency Telephone System Board and the Central Illinois Economic Development Authority. Key zoning and planning items included approval of special use permits for a retail business, fiber optic network equipment, and a wind turbine, as well as a rezoning request for heavy industrial use. The meeting also covered budget appropriations for health fund programs, the disposal of surplus property, and the approval of a collective bargaining agreement for the State's Attorney's special investigators. Additionally, the board approved an updated employee handbook, brokerage services for insurance, workers' compensation administration, and an expansion of the Decatur Macon County Enterprise Zone. An agreement with the Howard G. Buffett Foundation regarding financial support for rural fire districts was also authorized, and the annual motor fuel tax county rock bid was approved.
The meeting addressed several operational and programmatic items. Key discussions included the approval of the low bid for the Annual MFT County Rock Bid, specifying the lowest bids received from McLeod Express and Miller's Lime Service for county rock. The committee also reviewed updates on the countywide micro-transit program, including potential vehicle reimbursement from the City of Decatur, the operational success metrics (noting high ride counts in Decatur versus the county), and ongoing considerations regarding vehicle replacement versus service expansion, future funding, and grant opportunities. The County Engineer reported on the progress of the Rea's Bridge construction, noting that the deck pour was completed, but work on the final pier is delayed due to persistent leaks within the cofferdam. Furthermore, significant time was dedicated to the county's proactive plan to address American Disabilities Act (ADA) compliance, starting with the CH 41 (Wyckles Road) drainage project. This involved researching sidewalk ownership, developing a strategy to avoid external control over the budget, and defining the technical standards for compliance, such as ramp slopes and tactile warnings.
