The City of Effingham 2050 Comprehensive Plan serves as a roadmap for the community's future, guiding growth, development, and investment through 2050. The Comprehensive Plan for the City of Effingham serves as a roadmap to guide its growth and development over the next five years. It focuses on several key areas: adopting and implementing policies for land use, zoning, transportation, housing, and quality of life; encouraging municipal growth to enhance the tax base and employment opportunities while preserving the community's character; maintaining and diversifying the housing stock; improving community image, facilities, and services including public safety, parks, and education; and ensuring efficient transportation and utility infrastructure. The plan emphasizes regular review, updates, and coordination among various stakeholders to achieve its goals.

The resolution authorizes the acceptance of a quote for portable radios to be used by the Fire Chief for communication during firefighting and rescue operations. The quote from Beck Tech, amounting to $59,249.27, was approved, with payment sourced from the American Rescue Plan.

The resolution authorizes the purchase of portable radios for the Effingham Police Department. The purchase is through the Illinois State Bid provided by Beck Tech (Motorola Solutions Inc.). Payment for this project will be made from Capital Equipment.

The City Council authorized the execution of a Master Services Agreement with Flock Group, Inc. for software, hardware, and web-based services related to police protection. The agreement includes provisions for software and hardware situational awareness solutions, data usage, confidentiality, payment of fees, term and termination, warranty and disclaimer, limitation of liability, installation services, and compliance with laws.
