The Council discussed the results of the annual holiday decorating competition, received an update on the progress and budget status of the facilities expansion project involving Station 25 and the Public Utilities building, reviewed a resolution opposing the Fuquay-Varina inner basin transfer request, and agreed to dissolve the GTCAC committee. Additionally, the Council appointed delegates and alternates for the Cape Fear Council of Governments and the Eastern Carolina Council and discussed the future of the four town meetings.

The council meeting included the presentation of Beautification and Enhancement Committee awards for business and home of the month, the recognition of a former mayor as a hometown hero, the presentation of a proclamation to a local surfing champion, and a proclamation declaring July as Parks and Recreation Month. Additionally, the town attorney addressed a procedural issue regarding notification for a special use permit hearing for a dry stack project.

The Planning Board discussed several development and zoning items, including a conditional rezoning request for a proposed 118-room hotel at 230 E. Florence Way and a rezoning request to the Government District for 214 W. Florence Way. Additionally, the Board reviewed a major site plan for the Sugar Creek commercial complex and discussed reclassifying the Job Growth Corridor to the Economic Resiliency Corridor. Other topics included an inquiry regarding the role of the Planning Board and potential regulation of short-term rental taxes.

The meeting served as a forum for presenting the General Reevaluation Report and Environmental Assessment regarding the Surf City beach re-nourishment project. Discussion topics included an overview of the project's recommended plan, which involves a reduction in project length and adjustments to sand volume requirements. Additional focus areas included environmental compliance, the impact of environmental windows on construction schedules, project economics, and procedures for public input and comment submission.

The Council held a workshop to discuss a conditional district rezoning request for the Applewood Trace development. Key topics included the project's development history, a reduction in the total number of proposed residential units, the elimination of apartment units, changes to traffic generation projections, and wastewater management plans. Residents of the existing Turtle Creek neighborhood presented concerns regarding increased traffic, potential safety risks to pedestrians and children, local flooding issues, and the impact of the proposed connectivity on their community. The session also addressed zoning ordinances regarding infrastructure, street dedication, and the feasibility of restricting certain access points.
