The board authorized a resolution for the use of sales tax funds to support the acquisition of park land, including the approval of a related Project Contract. Additionally, a discussion and update were held regarding the Wilson Creek Park Master Plan.

The board discussed and acted upon the approval of the Fiscal Year 2022/2023 budget, which was adopted. Additionally, the board considered and approved an interlocal agreement with the City of Celina for administrative services and office space.

The board engaged in discussions regarding introductions to the CDC, Parks Board, and Parks Staff, along with reviews of administrative responsibilities, budget planning, and future parks development. Key action items included the appointment of a new CDC President and Vice-President, as well as the authorization of an expenditure of CDC funds for park land. A proposal to enter into an agreement for financial advising services with the City of Celina was withdrawn.

The board meeting included discussions regarding the Friends of the Library and the development of a Library Materials Selection Policy, in addition to covering other miscellaneous agenda items.

The council reviewed presentations regarding local business support, library recognitions, and a data-driven approach to crime and traffic safety. Worksession discussions covered board appointment processes, city water tower lighting policies, the library master plan, infrastructure projects, and downtown code updates. An executive session was convened to discuss land development, legal matters, and real property acquisitions. The council approved various consent items, including equipment purchases, construction contracts, and service plan updates for several Public Improvement Districts. Additionally, the council held public hearings for tax increment reinvestment zones and development agreements, and authorized bonds and engineering service contracts for road infrastructure projects.
