The meeting included discussions on juvenile probation re-classification, 24/7 GPS monitoring, OC spray implementation, staffing updates, Naloxone training for Probation Officers, and updates on cottage usage. The group discussed the re-classification of Family Service Specialists to Juvenile Probation and Aftercare Officers, including the potential for some officers to carry firearms. Updates were provided on the division's efforts to fill vacancies in the SJO unit for GPS monitoring and the transition to a new vendor for overnight monitoring. The group also discussed the positive impact of re-implementing OC spray in secure care facilities. A community member shared about the Criminology vs. Theology conference and Manhood Meetings for facility youth, and the Department of Labor discussed pre-transition services for DYRS youth.

The meeting covered updates on the new administration, defining the board's focus and purpose, and discussing grounds safety and beautification, including sidewalk installation, additional cameras, and lighting. The youth's gardening project was highlighted, and special interest projects like a canine program were explored. The equestrian program was discussed, and plans for the Annual Resource Fair and Time Capsule Event were reviewed. Open discussion included concerns about outside lighting, signage for the accredited facility, staff training requirements, and increasing community awareness of Stevenson House.

The meeting included discussions and updates on COVID-19, including positive cases in facilities, adherence to CDC guidelines, and the use of PPE. The Placement Authorization Committee (PAC) process changes were reviewed, including the involvement of clinical teams, education unit representatives, parents, and youth. Updates on the Group Violence Intervention (GVI) program were provided, focusing on gang intervention, GPS monitoring, and collaborative efforts with the police department and other agencies. The Compassionate Champion Award was discussed, highlighting the Trauma Informed Care work within YRS. Facility census updates indicated low numbers, with discussions on factors contributing to recent increases, such as gang violence and the impact of school closures. Additional topics included the status of contracted providers in facilities and the use of virtual visits and appointments.

The meeting included updates on COVID-19 within DYRS, the status of Ferris sports, and the division's involvement with the GVI program to reduce violence. Staffing and job fair efforts were discussed, along with updates on the YCOP program and security upgrades to Ferris School and NCCDC. The strategic plan was being revisited, and a Physical Therapy RFP was reopened. The division requested additional monies from JFC for additional SJO officers and supervisors. Funding was received for re-entry services to Level IV and Level V youth.

The meeting included the presentation of the George Pippin award to the employee of the year. Discussions covered the renewal of a collaboration with the Food Bank to have a food pantry on site, and the need for the Division to prepare for a potential coronavirus pandemic with appropriate protocols. A negative newspaper article regarding staffing and pay was addressed. The department was able to establish a sign on bonus for new hires, as well as a bonus for referring employees. SHDC is renewing its partnership with the Food Bank and a new program will be implemented, Lions Quest sponsored by the Lions Club. New furniture was purchased for youth rooms at NCCDC prior to the ACA audit and the same changes are planned for SHDC. In-house training is taking place on Wednesdays to ensure that staff receive their required annual training. Medical testing is conducted on youth upon admission. The next scheduled family event is the Spring Fest on April 16, 2020.
