The City Council meeting included a proclamation declaring National Police Week, a presentation on a partnership between the City and the South Carolina School for the Deaf and the Blind for student work-based learning, and the first reading of an ordinance regarding the City's participation in the Spartanburg Children's Cabinet. Additionally, an overview of the fiscal year 2027 budget process was initiated.

The Council received an update on the Lead Hazard Control and Healthy Homes Initiative which assisted homeowners in remediating lead and hazardous materials. A resolution was approved to certify a building as an abandoned site under the South Carolina Abandoned Building Revitalization Act. Staff updates included reports on storm debris cleanup, recognition for a staff member from the National Recreation and Parks Association, and information regarding a community event hosted by the Spartanburg Police Activities League. The Council also held an executive session to discuss a potential mixed-income residential development project.

The board discussed a request for a Certificate of Appropriateness regarding a paving project for a property at 400 Hampton Drive, which was ultimately denied as it did not meet the established design guidelines. Additionally, the board reviewed an application for a Certificate of Appropriateness concerning a roof replacement at 651 Maywood Street, evaluating its consistency with local zoning ordinances and historic district preservation standards.

The board reviewed and approved several requests for variances and appeals. This included the approval of a lot size and frontage variance to create two single-family lots at 1374 and 1376 Drayton Road, the approval of an appeal for a dog grooming business with a condition for exhaust ventilation installation, and a variance for lot frontage at 558 Hugh Street. Additionally, the board approved a front and rear setback variance for a property on League Street and a variance request for front and interior side setbacks for a property at 187 Carlisle Street to align with historic district standards.

The board reviewed two primary requests: an application for a monument sign at 544 N. Church Street, which was denied with recommendations for revisions, and a proposal for a residential conversion of a commercial building at 249 E. Main Street, for which preliminary review details were discussed regarding building standards and zoning compliance.
