This document outlines the Heritage Conservation District Plan for the Town of Goderich, aiming to conserve and enhance the unique heritage character of its downtown core. The plan was developed in response to community efforts and the need to rebuild after the 2011 tornado. It provides a rationale for designating three Heritage Conservation Districts, offers design advice for changes to buildings and landscapes, and details the regulatory process for managing these changes. Key objectives include understanding the reasons for designation, guiding significant property alterations through a permit process, and assisting municipal staff and Council in managing change within the districts.

The council meeting addressed several important topics, including the approval of an Official Plan Amendment and Zoning By-Law Amendment application for 145 Huron Road and 150 Cambridge Street. The council discussed various community grant applications, approved negotiations for airport hangar construction, and formally opposed provincial amendments that would consolidate Conservation Authorities. Additionally, the council reviewed financial matters regarding development charge deferrals for long-term care homes, authorized by-laws for various municipal agreements, and selected the winning logo design for the upcoming 2027 bicentennial celebration.

The council meeting addressed a variety of municipal matters including the postponement of a public meeting for official plan and zoning by-law amendments, the deferral of the tourist information centre report and planning applications for 110 Picton Street, and the approval of a shared service agreement with Ontario Mine Rescue. The council also deliberated on various by-laws regarding electric vehicle charger cloud plans, property maintenance, committee terms of reference, borrowing authority, and tax levies. Additionally, the council approved a letter of support for a practical nursing program in Huron County and discussed opposition to proposed provincial amendments concerning the consolidation of conservation authorities, alongside making appointments to the economic development committee.

The Council discussed and acted upon several administrative and operational matters. Key topics included the authorization of a 12-month lease for the Tourist Information Centre, a shared services agreement for building inspections, and the initiation of a by-law amendment to permit backyard hens. The council also addressed the Community Safety and Well-Being action plan, reviewed staff expenses and remuneration, and considered various committee reports. Additionally, appointments to the Bicentennial Committee were made, and the council reviewed financial and personnel matters during a closed session, including the Chief Administrative Officer's performance evaluation and agreements related to local festivals.

The committee held a meeting where they appointed a Chair, reviewed an orientation package covering various policies and legislation, and amended the Terms of Reference to include the appointment of a Vice Chair. The committee also established the meeting schedule for the remainder of the year and held discussions regarding vacant industrial land and municipally owned lands for housing development.
