BoardClean Heat Standard Technical Advisory Group Meeting Minutes
The meeting included updates from the Public Utility Commission (PUC) and a review of emissions factors spreadsheets used in the Potential Study. Discussions covered the lifecycle emissions approach, coordination with other energy programs, and double counting. A motion was passed to revise a memo on "Coordination with other Energy Programs and Double Counting" based on input received during the meeting and transmit it to the PUC. The Equity Advisory Group (EAG) did not meet due to a lack of quorum. Public comments included a concern about inconsistent assumptions of CI scores in the Potential Study, Inventory, and Technical Reference Manual (TRM) being used for the Clean Heat Standard (CHS).
