The board meeting discussed Bylaw 720, focusing on user fees and charges. Key topics included the user pay principle, reasons for increasing tipping fees (recovering operational costs, incentivizing diversion, supporting SWMP initiatives), and proposed tipping fee increases effective January 1, 2026, for municipal contract MSW, organics, controlled waste, and ICI/Household MSW. A new contamination surcharge was proposed to address operational challenges and inconsistent bylaw provisions, along with aligning bylaw enforcement penalties with existing fines. The recommendation was to amend Bylaw No. 720 and prepare amendments to Bylaw No. 687. Next steps involve finalizing bylaw amendments, a communications campaign, and incorporating tipping fees into the proposed budget.
