The agenda for the meeting covered several key areas for discussion and action related to English Learners programs. Unfinished business included roll call/quorum confirmation, ELAC site reports, review and approval of Bylaws, nominations and voting for DELAC Officers, discussion of Reclassification procedures, and focused discussion on the EL Master Plan Focus Group. The committee is also responsible for reviewing and commenting on the development of the District's master plan for English Learner programs, conducting needs assessments, establishing goals and objectives, ensuring compliance with staffing requirements, reviewing reclassification procedures, reviewing parent notifications, and reviewing the Local Control and Accountability Plan (LCAP).

The board discussed student expulsions, approved the minutes from the October 14th, 2025 board meeting, and heard a student board member report highlighting activities across FJUHSD campuses, including events at Bueno Park, Fullerton High School, La Habra High School, La Vista Lassier, Sonora, Sunny Hills, and Troy. The board also received school reports from various principals, covering topics such as college and career application day, eighth-grade experiences, National Honor Society inductions, sports updates, and theater performances.

The board meeting included a student board member report, highlighting various activities and events across different high schools, such as homecoming celebrations, cultural events, and student-led initiatives. The board also recognized Sunny Hills High School as an inaugural Orange County Impact School and discussed the school's journalism program's finalist nomination for the Scholastic Press National Scholastic Press Associations pacemaker award. Additionally, there were reports from various high schools, celebrating achievements in sports, academics, and community engagement.

The meeting included a welcome to new attendees and a basic explanation of DELAC, describing it as a district-level advisory committee. Discussions covered the duration of time English learners have been in the program, LCAP goals, and the trajectory of English learners. Information was presented about the Elevation program, designed to help more students achieve reclassification. Public comments addressed improvements to elections, increased resources for special needs children, reinstating the special education coordinator, addressing classroom issues, providing meeting information in advance, and notifying parents about meetings.

The meeting included discussions and decisions regarding the EL Master Plan, LCAP 3-year plan services, and ELD levels. Tutor.com services, intervention programs, AVID, counseling, career exploration, EL courses, and college tours were highlighted. The EL Needs-Assessment Survey was reviewed, and the LCAP goals were approved. Bylaws were discussed, and the approval of DELAC Bylaws was motioned and seconded. Reclassification of students was discussed, with approximately 17% of EL students being reclassified. Concerns about Special Education students and the term "English Learners" were raised. Recognition will be given to reclassified students at their school sites.
