The GrOwasso 2035 Land Use Master Plan serves as a comprehensive guide for future growth and development within the City of Owasso and its surrounding areas. Developed through extensive public engagement and committee input, the plan integrates key land use considerations, population growth trends, economic factors, community facilities, and infrastructure availability. It provides goals and action strategies across seven core elements: Land Use, Quality of Life, Infrastructure, Downtown Area, Public Safety, Sense of Community, and Economic Development. The plan aims to balance diverse land uses, enhance municipal services, and foster a sustainable, vibrant, and welcoming community for the next 20 years, with a specific focus on accommodating a projected population of 53,607 by 2035.

The meeting included the review and approval of financial claims totaling $24,360.11 and the formal acknowledgment of the payroll payment report for the period ending February 21, 2026.

The board approved claims totaling over one million dollars and awarded a construction contract to Pinney Dozer Service, LLC for the Redbud District Public Parking Project, which included authorization to execute all necessary documents. Additionally, the board acknowledged receipt of the payroll payment report for the specified pay period.

The committee discussed capital improvement projects, including the designation of eligible projects following City Council Resolution 2026-01. Financial reports were reviewed concerning the Capital Improvements Fund, the Vision for Owasso Fund, and the Transportation Tax Fund. Additionally, the committee evaluated project status reports for various roadway improvements, infrastructure projects, and city facility developments. Project completion reports for fire station renovations were also considered.

The council addressed several items, including a request for assistance from the Indian Nation Council of Governments for the Community Development Block Grant program. Actions were taken regarding applications to vacate a portion of the Final Plat for Owasso Market II, and approvals were granted for final plats concerning the Owasso Marketplace Annex and Neosource Business Park. Additionally, the council considered ordinances for the annexation and rezoning of properties, and reviewed departmental reports, official notices including budget and financial reports, and a list of claims.
