The Planning Commission discussed the campus master plan for Rex Hospital, specifically addressing rezoning case Z4825. The work session focused on the city's energy usage, encompassing energy performance in buildings, water and fleet management, and progress toward community climate action goals. The discussion included benchmarking the city's facility energy intensity against national standards, efforts to increase building efficiency through smart technologies and LEED certifications, and the future consolidation of staff into the new City Hall to improve operational efficiency. Additionally, the board elected a new chairperson for the upcoming term. A presentation was provided regarding the systemwide transit overview, wake transit plan implementation, safety and security initiatives including de-escalation training for operators, and infrastructure design improvements at Go Raleigh Station.

The commission held a quasi-judicial hearing regarding a development project at 15 Summit Avenue, which involves the construction of 10 tiny homes as part of a cottage court development. Key discussion topics included requests for two design alternates: relief from right-of-way dedication requirements on Waterworks Street due to an existing utility easement and city ownership of the land, and relief from driveway spacing requirements on Summit Avenue. The applicant presented evidence regarding site constraints, ADA accessibility, and the project's focus on providing affordable housing for veterans.
