This technical memorandum outlines the refinement of the City of Boardman's Main Street Interchange Area Management Plan (IAMP), building upon the 2009 plan. It addresses consistent traffic growth, new transportation challenges identified in the 2025 Transportation System Plan, and the impacts of local housing and industrial development. This document presents a draft Residential Buildable Lands Inventory for the City of Boardman, developed to assess the city's capacity to accommodate future housing needs over a 20-year planning period, in accordance with Oregon's Statewide Land Use Planning Goals and Oregon Administrative Rules. The inventory details a methodology that includes classifying land by type, identifying and calculating development constraints, assigning development status (vacant, partially vacant, committed, or developed), and determining net developable area and residential unit capacity. This inventory is a key component of the City's broader Housing Capacity Analysis, intended to inform policy recommendations and potential urban growth boundary adjustments to address the community's residential growth.

The committee held its second meeting regarding the city's housing capacity analysis. Discussions centered on the buildable lands inventory, housing needs allocation, and identifying land constraints such as floodplains, wetlands, and power line easements. The committee also reviewed a development-ready lands inventory, focusing on current access to water and transportation infrastructure for residentially zoned parcels and potential development timelines for major undeveloped sites.

The committee meeting agenda includes soliciting feedback from local developers regarding strategies to enhance housing development. Additionally, the committee will review the draft of the Columbia View Masterplan, which encompasses residential plans for apartments, townhomes, and cottage clusters, along with public amenities such as a central plaza and amphitheater. The committee will also evaluate proposals for city tax reimbursements as an incentive for large-scale housing developments.
