The commission convened to discuss proposed constitutional amendments passed by the Alabama Legislature during the 2015 Regular Session and 2015 First Special Session. Key actions included motions to approve several acts for placement on the statewide ballot, including acts with both unanimous and dissenting votes in the legislature. The commission also discussed collaborating with the Fair Ballot Commission to enhance public awareness of the amendments and considered the order in which the amendments would appear on the ballots. Additionally, it was noted that two acts were duplicates and would be combined into a single ballot question.

The Alabama Athlete Agents Commission meeting involved administering the Oath of Office to reappointed members. Commissioners decided to hold a new application for pending information. The commission members reviewed new and renewal applications. The treasurer provided the commission with the financial report. The Commission decided on the next meeting date.

The meeting of the Alabama Boards of Registrars Legislative Task Force included a roll call and acknowledgement of meeting notification. The Task Force reviewed the agenda for the present meeting and the minutes for the meeting held on April 20, 2016. The Task Force discussed and named recommendations for new qualification requirements to become a registrar, reviewing current requirements and certifications utilized by the State of Alabama Personnel Department. Members collectively made a list of all possible qualifications to be reviewed and edited for the next meeting.

The Alabama Athlete Agents Commission held a meeting where they administered the Oath of Office to a reappointed member, reviewed new and renewal applications, and made decisions on pending and held-over applications. The commission also received a financial report from the Treasurer and set the date for the next meeting.

The committee discussed the City of Montgomery Pilot Program, noting low voter participation during the August municipal election. The Secretary of State's Office plans to introduce the ballot return system to all counties. Concerns were raised regarding privacy and confidentiality issues related to the balloting system. Training provided by Everyone Counts, Inc. was discussed, along with the possibility of Absentee Election Managers accessing county-by-county snapshots of Uniformed and Oversees Citizens Absentee Voting Act (UOCAVA) votes cast. The committee also touched on affidavit issues with absentee ballots, ballot security, and new Alabama Administrative Rules regarding the electronic return of absentee ballots.
