This Final Report outlines the City of Carbondale's Strategic Energy Plan Development. It encompasses refreshed community and government-scale Greenhouse Gas (GHG) inventories, benchmarking of key facilities and systems against historical performance, and a prioritized portfolio of energy efficiency and renewable energy projects. The plan is designed to harmonize with the 2022 Sustainability Action Plan, with a primary objective of achieving a 45% emissions reduction by 2030.

The meeting included the issuance of proclamations for Pride Month and Special Olympics USA Games Week. A public hearing was held regarding the sale of city-owned property, though no public comments were provided. Council members discussed the relevance of public comments and community events. Various consent agenda items were addressed, including the approval of financial warrants, a memorandum of understanding for a scooter program at the local university, a text amendment for the Primary Business District, the award of contracts for engineering design services and street rehabilitation, and a budget adjustment for the Police Department. Additionally, the Council authorized an operations and management agreement for a coworking space.

The commission reviewed and approved an application from Don Sol 1, Inc. for a temporary liquor license to cater alcohol at a private event held at the Carbondale Civic Center.

The strategic plan is structured around eight main goals: enhancing quality of life and community; promoting diversity, inclusion, equity, and justice; ensuring fiscal responsibility and transparent high-quality services; fostering economic development, tourism, arts, and entertainment; providing high-quality infrastructure; enhancing residential development and homeownership; strengthening relationships with key regional entities (SIU, SIH); and revitalizing the City Center through a master plan update. The overall vision is to provide high-quality services, demonstrate fiscal responsibility, support sustainable ecology, and serve as an open, transparent government and a regional center for various sectors.
