The webinar discusses the transition of Aces High School to Muckle Teo Big Picture, a new alternative learning environment. The meeting included a review of meeting norms, follow-up questions, and a recap of bond categories and option amounts. The committee discussed and prioritized guiding principles, focusing on equitable impacts, data-driven decisions, student needs, strategic plan alignment, fiscal responsibility, past and future bonds, security, and flexibility. Technology projects were presented, emphasizing network uptime and redundancy. Building condition assessments were reviewed, including life safety, clean building performance standards, and facility improvement projects, with cost estimates for corrective actions and renewals.

The meeting focused on major projects, including the Explorer Middle School replacement, Mukilteo Elementary School replacement and Serene Lake Elementary School replacement. Two options were shared for completing the replacement of Explorer MS: complete Phases 2 and 3 together within the 2026 Bond, targeting completion by Fall 2030 or split Phases 2 and 3 into separate bond cycles, targeting completion by Fall 2034. Two options were shared for completing the replacement of Mukilteo Elementary School: complete replacement of Mukilteo ES within 2026 Bond, targeting completion by Fall 2027 or split replacement of Mukilteo ES over 2 bond cycles, targeting completion by 2034. New project considerations were presented to the committee, including Olivia Park Elementary Phased Replacement and Kamiak High School Gym Expansion.

This Capital Bond Advisory Committee meeting focused on bond capacity, building assessments, and project prioritization. Discussions also included the use of Skanska's cost-tracking database, case studies highlighting cost increases, and the challenges of securing funding for school bonds. Legislative impacts, including Clean Building Performance Standards and the School Construction Assistance Program (SCAP), were reviewed. Building assessments were postponed to the next meeting.
