The City of Baytown's strategic plan is a community-based guide for decisions about Baytown's future, developed with extensive public participation. It focuses on five key strategic directives: Economic Prosperity, Critical Infrastructure & Traffic Flow, Outdoor Recreation & Amenities, Building a Connected Baytown, and Beautification & Environmental Stewardship. The plan aims to achieve a community vision supported by shared values, goals, and objectives.

The council held a joint meeting with the Municipal Development District. Key agenda items included the appointment of the assistant city manager, a presentation of the fiscal year 2026-2027 proposed budget for the Municipal Development District, and setting a public hearing date for the budget. Additionally, the council heard citizen comments regarding local park improvements, the homeless situation, animal welfare, public transportation, and city funding priorities. The meeting also featured employee recognition ceremonies for long-term service.

The joint meeting included a proclamation designating economic development week, citizen comments regarding Parkrun and city management concerns, and the approval of a professional service agreement for audit services for the Hyatt Regency Baytown Houston project. Additionally, the meeting recognized a city employee for thirty years of service and presented the results of the Healthier Texas community challenge. The session concluded with the opening of a public hearing regarding the proposed voluntary annexation of land at John Martin Road.

The council meeting included citizen comments regarding voter disenfranchisement, placement of railroad crossing signage, and an introduction from a congressional candidate. The council recognized several city employees for their years of service, including milestones of 25, 30, and 40 years in public works, fire and emergency services, and the police department. Additionally, a presentation was made regarding the importance of lung cancer screening and the national efforts of the American Lung Cancer Screening Initiative to promote early detection.
