This specific report details progress on Strategic Plan Goal #1, focusing on an objective to engage a consultant for a scientifically valid community survey to gauge perspectives on potential revenue measures, including Transient Occupancy Tax and Cannabis Tax.

The City Council held a special meeting that included a strategic planning workshop. Key discussion points included the importance of strategic planning, transparency, and accountability. The council discussed financial stability, potential revenue from cannabis tax, and the Transient Occupancy Tax (TOT). A motion was made regarding recording from the dais, leading to a recess. The council also discussed land-use policies, staff retention, and customer service delivery. There were discussions on pursuing opportunities related to TOT and Cannabis Tax, as well as potential annexations and updates on the Business Improvement District.
