The committee received an update on the district's medical insurance benefits and engaged in a discussion regarding the impact of rising costs and potential cost increase scenarios for the upcoming fiscal year. Additionally, a financial update was provided, and the committee held a discussion concerning future topics and planning.

The committee discussed the proposed 29.9% increase in medical insurance premiums for the 2027 calendar year to be included in the upcoming budget. Additionally, the committee reviewed a financial update regarding historical revenue data and 2026-27 expenditure assumptions for the five-year model, and examined the Treasurer's report covering year-to-date revenue and expenditure data with an analysis of budget variances and fund balance impacts.

This document serves as an update on the Comprehensive School Improvement Plan (CSIP) for Columbia Public Schools, detailing progress toward existing strategic goals and outlining the development of a new five-year strategic plan and district vision. The current goals focus on improving student attendance and graduation rates, reducing out-of-school suspensions and behavior incidents, enhancing teacher retention and substitute fill rates, increasing student academic proficiency in Communication Arts and Mathematics, and boosting enrollment in college-level courses while maintaining high ACT scores. The forthcoming strategic plan will address key pillars including Learning, Teaching, Leadership, Professional Learning, Community Partnership, and Operational Excellence, all in pursuit of providing an excellent education for all students and becoming the best school district in the state.

The Policy Committee meeting focused on the review and recommendation of numerous district policies. Key actions included the approval of Policy DFEA: Free Admissions without changes. Several policies, including those regarding staff grievances, staff reassignments and transfers, eligibility to enroll, audio and visual recording, payment processes, staff leaves, special education, and administration of medications to students, were recommended for advancement to the Board of Education. Additionally, the committee discussed and deferred several items—such as policies on bullying, fiscal responsibility, transfers within the district, detention and suspension, behavioral threat assessments, suicide awareness, student fees, student records, and visitors—to a future meeting for further deliberation.

The district is developing a new five-year strategic plan and district vision, aimed at setting goals, identifying actions, and guiding its future work. The development process involves gathering stakeholder feedback and conducting visioning and planning workshops. The comprehensive plan is targeted for completion by May 2026.
