This document announces the commencement of the City of Livingston's General Plan Update, initiated in March 2020. The update process is projected to span two years, actively soliciting public input to guide the city's evolution over the subsequent two decades. The plan aims to establish a strategic framework for the city's development and growth through 2040.

The City Council meeting included deliberations on various administrative and municipal matters. Key topics included the consideration of procurements for wastewater equipment, ballistic vests, and firework show services. The Council addressed housing element updates, zoning text amendments related to housing development, and surplus property disposal procedures. Additionally, the Council discussed and provided direction on the adoption of updated records management policies, fee waivers for community organizations, and the implementation of a policy prohibiting electronic device communication during sessions. Financial items, including warrant ratifications, budget revisions, and a treasurer's report, were also processed.

The agenda includes several action items, such as the ratification of a warrant register, review of the investment report, and consideration of resolutions related to a bulletproof vest grant program, local emergency declaration regarding the Well 9 failure, and procurement of a variable frequency drive panel. Additionally, public hearings are scheduled regarding ordinances for sidewalk vending and surplus property disposal, and the acceptance of the housing element annual progress report. Other potential actions involve fee waivers for park use and a policy to restrict the use of electronic devices by councilmembers during meetings.

The meeting featured a presentation from Public Works detailing proactive storm preparation, rainfall metrics, ongoing sidewalk and street rehabilitation projects, and responses to park vandalism and infrastructure maintenance requests. The Engineering department discussed historical and current efforts regarding safety improvements at the Hammet and Campbell intersection. Additionally, the Recreation department provided updates on upcoming community holiday events, including the grand lighting of trees and the Christmas parade.

The council meeting addressed various community issues, including concerns about habitat, farmland, water, and housing in relation to the city's 2040 general plan. The session featured reports from a county supervisor regarding public safety and local infrastructure, as well as updates from public works on waste disposal and scheduled night work for utility projects. The City Manager provided information on grant funding and committee vacancies. Additionally, a presentation was given regarding a software solution for automated compliance checks for permit applications.
