This document describes the Local Control and Accountability Plan (LCAP) for Palo Verde Union Elementary School District, an interactive budgeting process designed to identify annual goals, develop strategic actions, and measure progress in academic achievement, school climate, and parent engagement. The plan details the allocation of Local Control Funding Formula (LCFF) funds, including base, supplemental, and concentration grants, to support all students and specific subgroups such as English language learners, foster youth, and socioeconomically disadvantaged students, ensuring accountability and transparent resource utilization.

This document serves as an implementation plan template for the California Community Schools Partnership Program (CCSPP), developed by the California Department of Education and State Transformational Assistance Center. It guides Local Education Agencies and school sites in developing and sustaining community schools based on the California Community Schools Framework. The plan emphasizes four pillars: Integrated Student Supports, Family and Community Engagement, Collaborative Leadership, and Extended Learning Time. It also highlights five capacity-building strategies: Shared Commitment, Centering Community-based Learning, Collaborative Leadership, Sustaining Staff and Resources, and Strategic Community Partnerships, aiming to foster a whole-child approach and equity-driven school transformation.

A public hearing to adopt the 2025-2026 Annual Service Plan and Annual Budget Plan for the Tulare County/District Special Education Local Plan Area (SELPA) will be conducted.

The Palo Verde Union Elementary School District's Wellness Plan for 2022-2027 is a comprehensive roadmap designed to foster the optimal development of every student by promoting healthy eating and physical activity behaviors. Key focus areas include establishing a School Wellness Plan Committee, ensuring the nutritional quality of foods and beverages, promoting nutrition and physical activity, providing physical education opportunities, and implementing robust monitoring and review processes. The plan aims to create positive, safe, and health-promoting learning environments to support students' personal, academic, developmental, and social success.

The plan outlines the use of ESSER III funds to address students' academic, social, emotional, and mental health needs, as well as opportunity gaps worsened by the COVID-19 pandemic. It details strategies for continuous and safe in-person learning, including expanded contracted nurse services, support for student attendance and engagement, and supplemental resources. The plan also addresses lost instructional time through lower teacher/student ratios and early literacy support. Remaining funds will be used for technology support, curriculum access, and experiential learning opportunities. Progress will be monitored through various methods, including surveys, assessments, and usage records.
