The council conducted an executive session regarding personnel appointments and presented proclamations recognizing International Underground Railroad Month, Latino Heritage Month, and National Voter Registration Day. The agenda included the processing of numerous resignations and new appointments to various city boards, commissions, and committees. Key fiscal and operational actions included approving funding for recreation staffing, authorizing a docking agreement for the Tall Ship Pride of Baltimore II, and passing multiple resolutions related to composting grants, transitway funding, and the designation of Acting City Managers. Additionally, several ordinances were introduced concerning zoning amendments for auxiliary dwelling units, master plan updates, and alley vacations.

The Planning Commission conducted elections for the positions of Chair and Vice Chair. The Commission convened in a closed executive session to discuss public safety and cybersecurity threats. Actions were taken regarding land use, including the approval of a subdivision and development site plan for townhomes on North Columbus Street, and the acceptance of a request to withdraw a subdivision application for properties on Elbert Avenue. Additionally, the commission received a briefing on the Housing 2040 Master Plan.

The Planning Commission addressed multiple special use permits, including approvals for a day care center, parking reductions, and an apartment hotel. The Commission approved a development site plan for park improvements and a subdivision request. Additionally, the commission reviewed a city property sale for consistency with the Master Plan, initiated and recommended approval for a text amendment to the Zoning Ordinance regarding fences and accessory structures, and discussed small business practical updates. Actions were also taken on a special use permit for an industrial site and an encroachment request.

The Board of Zoning Appeals held public hearings to consider various zoning variance and special exception requests. The Board denied an after-the-fact variance for a fence at 3841 Elbert Avenue, as well as special exception and variance requests for a one-story addition at 908 W. Taylor Run Parkway. Additionally, a variance request to construct a second-story addition at 320 South Fairfax Street was approved, and a request for a special exception for a second-story addition at 2506 Commonwealth Avenue was withdrawn by the applicant.

The Board of Architectural Review Public Hearing addressed several new business items, including requests for partial demolition and encapsulation at 811 South Lee Street and 414 Franklin Street. Additionally, the Board reviewed and processed various administrative approvals, such as window and roof replacements, signage installations, door replacements, gas meter relocations, and mortar repointing projects across several properties in the city.
