The Local Control and Accountability Plan (LCAP) for Mountain Empire Unified School District outlines the district's strategic direction for the 2026-2027 school year. It is designed to demonstrate how funds will be utilized to serve students, particularly those historically underserved, by focusing on five key areas. These areas include strengthening community and family engagement, enhancing educational quality through facility improvements and robust employee recruitment/retention, implementing refined professional development and staff onboarding systems, integrating a district-wide Social Emotional Learning (SEL) curriculum to promote well-being, and improving academic outcomes and graduation rates for socioeconomically disadvantaged students at specific high schools.

The meeting focused on reports regarding teacher training in various English Learner programs across district schools, including EL Rise, ELD Amplify, and the Wonders curriculum. Updates were provided on the implementation of a Dual Immersion Program and the use of language software tools. Furthermore, the district highlighted the establishment of an Equity team and upcoming site visits by the Superintendent. New business included a discussion on developing a needs assessment survey to gather parental input for the upcoming academic year.

The board discussed personnel services, legal matters, and received reports from the Superintendent, Business Services, Facilities and Construction, and Community Schools. Key actions included the approval of the Local Control and Accountability Plan, recommendations for kindergarten early admittance, and resolutions regarding board member remuneration and contract addenda for the Superintendent and Assistant Superintendent. The board also addressed financial and business items, such as budget transfers, fund transfers, the education protection account, the arts and music in school annual report, and renewals for various software and maintenance agreements. The Board approved several items, including donations, interdistrict transfers, service agreements for student support services, personnel assignments, salary schedules, various financial reports, and multiple board policy updates regarding student education and employee reimbursements. Additionally, the Board moved to call for a school bond election and approved a consulting agreement related to that potential bond.

The board discussed various student and staff reports including school-wide focus areas such as gratitude, kindness, and mental health initiatives, alongside athletic and academic performance updates. Key financial and operational matters included the approval of an addendum to the Master Agreement with Grossmont/Cuyamaca College, an MOU for workforce development, comprehensive safety plans, and various personnel actions. The board also approved a Master Facilities Plan, several contractual agreements including those for student Chromebooks and infrastructure, and addressed numerous policy development items related to governance, student conduct, and district operations.
