The commission addressed several key items, including a recommendation to accept an amended final plat for Caddo Mills Crossing Ph1. They also discussed and took action on amending the Comprehensive Plan Future Land Use Map to redesignate a property's land use from Low Density Residential to Neighborhood Services. Additionally, the commission addressed proposed zoning changes for multiple properties, including changes from SF-E Single Family Estate to C1 Commercial and from M-2 Heavy Manufacturing/Industrial District to SF-1 Single Family Residential 1 District and SF-E Single Family Estate District. Future meeting discussions were also held.

The budget includes revenues across all funds totaling approximately $22.9M and expenditures totaling approximately $37.7M. The expenditures are higher than revenues due to planned capital expenditures from existing balances. The budget includes approximately $2M in annual debt service payments. The City's total outstanding debt is $21,160,000, which reflects several bonds that have been issued in recent years for planned utility improvements, park improvements and future City facilities. The budget reflects a property tax levy of approximately $3.5M, which is split almost equally between maintenance and operations and Debt Service. The proposed tax rate reflected in this budget does not exceed the Voter-Approval Rate.

The Caddo Mills City Council meeting will address several key items, including the award of bids for road construction and police radios; approval of DR Horton's Trailstone Phase 6; adoption of a resolution for tax and revenue certificates of obligation; a 12-month extension request for the Preserve at Brushy Creek preliminary plat; adoption of updated building codes; approval of a development agreement with HMH Caddo Mills Land, LP; a public hearing on the creation of a reinvestment zone; and the designation of a tax increment reinvestment zone. The meeting will also include executive sessions to discuss legal consultation, real property, and economic development negotiations.

The council meeting agenda includes presentations from the public, reports from various city departments (financials, court, public works, police, fire, building services, EDC director, and city manager), and discussions on resolutions for adopting a home-rule charter, awarding bids for solid waste collection and disposal, a new water tank, and new pumps at the sewer plant lift station. The meeting will also include an executive session to discuss legal matters, real property, personnel matters, and economic development negotiations.

The City Planning & Zoning Commission held a public hearing on October 12, 2020, to discuss zoning changes. The first proposal was to change the zoning classification from Agricultural to C1-E Educational for a Caddo Mills ISD facility. The second proposal was to change the zoning from Agricultural to Single Family Residential SF-1 for the Aero Vista Ph 2 development. Both proposals were approved and recommended to the City Council.
