The Guymon City Council held a regular meeting where they presented 25-year awards to Shelley Coulson, Vicki Shriber, and Fred Spec. They also discussed and took possible action to approve ordinance number 866, which amends the zoning ordinances and zoning map of the city, and ordinance number 867, which also amends the zoning ordinances and zoning map. Additionally, they discussed and took possible action to approve ordinance number 868, which involves the rezoning of the Key Wiggins subdivision.

The meeting included discussions and possible actions regarding the approval of minutes from a previous meeting, the final report for Seven Days of Broadway, and funding for the pumpkin patch hosted by Lambbeesai/art incubation. Also, there were discussions about funding for the Chamber of Commerce for Home for the Holidays Christmas opening night and a New Year's Eve celebration.

The Guymon City Council held a special meeting to discuss and take possible action on the opening of business as it relates to the state of Oklahoma's opening recovery safely iris plan. The council addressed the current COVID-19 situation, including the increase in cases and deaths in Texas County and Guymon. They discussed the challenges faced by the local health department, including limited staffing and resources for contact tracing. The council also touched on the upcoming opening of the swimming pool and the guidelines for its operation.

The meeting included a presentation on the downtown Main Street project, recognition of the Guymon school cross country team, and discussion and possible action on approving lease renewals. Also discussed was the renewal of agreements and contracts, and a public hearing was held regarding the Seaboard expansion development program plan. The council discussed and possibly acted on the approval of the Seaboard expansion economic development agreement. A public hearing was held on the proposed budget for the fiscal year 2020, and there was discussion and possible action on approving an ordinance amending the Employee Retirement System. Finally, there was discussion and possible action on the approval of an agreement between the Oklahoma Department of Transportation and the city of Guymon for the transfer of a segment of the state highway 136.

The hearing addressed multiple cases of code violations. Case 57 involved property cleanup, with discussions about trailers and debris. An extension until the August council meeting was granted for compliance. Case 534 concerned a fence, with a decision deferred to the August 12th council meeting. Case 949 involved a property at North Beaver, where some cleanup had occurred, but further action was needed, also set for the August council meeting.
