The committee convened to review the Fiscal Year 2025 budget. The City Manager and Finance Director provided an introduction to the proposed 2025 budget, followed by detailed presentations from the Police Chief and the Fire Chief regarding their respective department budgets. These presentations covered accomplishments from the previous year as well as defined goals and objectives for the upcoming fiscal year.

The committee reviewed the Downtown Plan, discussing zoning strategies for Virginia Street and the concept of 'bonus' allowances for developers. They decided not to include the bonus concept in the plan at this time. The committee also reviewed the TIF V Report and Redevelopment Plan, discussing boundary constraints and the financial nature of TIF as a tool. A consensus was reached to hold a Joint Review Board meeting and a public hearing for the TIF plan. Additionally, the committee recommended approval for a fire suppression system installation at the 255 Addison property, using surplus remediation funds.

The committee reviewed appropriation ordinances for Special Service Areas #6 and #13 and discussed the potential expiration of SSA #16. An executive session was conducted to deliberate on personnel matters and salary schedules. Additionally, the committee received a report regarding a preliminary financial review of the City's General Fund and was updated on the S&P Global assignment of a AAA rating for the City's 2026 general obligation bonds, which includes funding for the design and engineering of a new police station.

The Committee discussed several operational and policy matters. Key topics included a review of health insurance program proposals with a strategy to shift employees toward the HSA plan to mitigate potential ACA Cadillac Tax exposure. Staff received approval to conduct a business process review for the enterprise resource package software system. The Committee also authorized the purchase of fifty replacement laptop computers. Additionally, the group reached a consensus on implementing a lifespan for Council referrals and requiring a minimum of two aldermanic sponsors for new referrals. Finally, the Committee reviewed updates to the rules for attending meetings via electronic means and received a status update regarding frozen assets.

The commission reviewed organizational updates, including the resignation of one commissioner and the introduction of a new member. A detailed presentation on Tax Increment Financing (TIF) was conducted, explaining the process, benefits, and local application of TIFs for economic development. The agenda also covered potential strategic initiatives for commissioners, such as business retention efforts, subcommittee restructuring, and promotional projects. Furthermore, the commission received reports regarding ongoing city developments, outdoor dining initiatives, and upcoming events from various local business and community organizations.
