This document outlines the proposed strategies and actions for the next Solid Waste Management Plan for the Comox Strathcona region. The plan serves as a comprehensive blueprint for managing waste over the coming decade, aiming to significantly reduce waste generation from an average of 551 kg per person annually to the provincial target of 350 kg per person. Key strategic areas include supporting reuse and repair initiatives, enhancing waste diversion through education and outreach, improving waste reduction and diversion in multi-family, industrial, commercial, and institutional sectors, and reducing construction, renovation, and demolition waste. The plan also focuses on equalizing access to waste management services across the region and advancing solid waste tracking to ensure responsible and effective management, extend landfill life, reduce costs, conserve resources, and decrease methane emissions.

The board and staff provided a comprehensive community update regarding regional initiatives. Key topics included the 20-year update of the agricultural plan, the status of the sewer conveyance project in Electoral Area B, and the approval of the 2022 financial plan, which details operations and capital projects. Other discussions covered the construction of new fire halls, the expansion of recreational services including aquatic strategy and field usage, and infrastructure projects like the sewer extension in Royston and Union Bay. Additionally, updates were provided on regional insurance coverage and the progress of various parks and trail developments.

The Saratoga Beach Local Area Plan, developed by the Comox Valley Regional District, aims to guide growth and development over the next decade. It prioritizes maintaining the area's rural character, protecting natural environmental assets like parks, trails, and public beach access, and enhancing habitat and natural system restoration, alongside climate change resilience. The plan addresses community concerns including water quality and quantity, septic systems, natural hazards, housing diversity, tourism impacts, and transportation management, with an overall goal to support growth while respecting environmental carrying capacity and community values.

The meeting provided an overview of the proposed Saratoga Mosquito Management Service and the Alternative Approval Process required for its implementation. Topics discussed included service boundaries, anticipated tax implications, and the integrated pest management approach proposed to control mosquito populations. Results from recent environmental studies identifying the sources of mosquitoes were presented, and the requirement for provincial approval of the pest management plan was explained. The session also addressed community concerns regarding the long-term maintenance and effectiveness of the proposed mosquito control service.

The public forum focused on a food hub feasibility study for the Comox Valley. Key discussion topics included the proposed vision for the food hub, which emphasizes increasing local food sales, achieving financial viability after an initial startup phase, enhancing food security and access, and providing training and education for producers. The forum also covered the governance and operational structure, specifically proposing a for-profit cooperative model where the food hub acts as a master tenant, leasing space and coordinating services for small and medium-scale producers.
